The register of harbour dues for the ports managed by the Port of Akureyri (Hafnarsamlag Norðurlands) is compiled in accordance with the provisions of Article 17 of the Port Act No. 61/2003.

When harbour dues are determined, they shall be based upon the gross tonnage of ships in accordance with an international letter of measurement published according to the specifications of the international agreement on the measurement of ships from 1969. Harbour dues shall be paid with regard to all ships that enter within the harbour boundaries and receive harbour services.

Harbour dues

Tonnage dues: ISK 12.05 per unit of measurement.

Hold dues shall be paid in relation to all shipping, ISK 12.05 per unit of measurement. However, the dues shall not be paid more often than twice a month. Minimum charge ISK 1,000.

Quay dues: Ships up to 15,000 GT ISK 5.75 per GT for every started 24 hour period. Ships up to 15,000 GT ISK 7.15 per GT for every started 24 hour period. Minimum charge ISK 8,200.

Quay dues may be applied to fishing ships and boats under 100 GT as a monthly fee, or a daily fee per 24 hours amounting to 7% of the monthly fee.

Boats of up to 10 GT pay ISK 6,000 per month
Boats over 10 GT and up to 20 GT pay ISK 7,000 per month
Boats over 20 GT and up to 50 GT pay ISK 8,200 per month
Boats over 50 GT and up to 100 GT pay ISK 12,000 per month

Yachts and pleasure boats which arrive in the port shall pay EUR 50 per week.

Wharfage fees on goods

All goods landed from a ship, or loaded on a ship, or loaded and unloaded from ship to ship, within the harbour limits, are liable for wharfage fees, with the exemptions stated below. The carrier shall submit a manifest and other related documents to the Port of Akureyri bs. which will be used to determine the wharfage fees.

For goods which, according to the ship’s manifest, are destined to foreign ports but are temporarily unloaded, wharfage fees shall only be charged when the goods are unloaded. Goods unloaded temporarily on account of damage to a ship are exempt from charges.

Wharfage fees are determined according to weight or value, including packing material, and charged on each separate consignment. The ship’s manifest shall be used when determining the wharfage fees. The captain or ship’s agent shall submit a copy of the manifest to the Port of Akureyri. If a manifest does not exist the captain shall give a pledge to the Port of Akureyri confirming the type and quantity of goods unloaded or loaded on his ship. If the Port Director so decides, he may have the quantity of goods estimated as he deems fit. If the quantity proves to be greater than stated, the owner of the goods shall pay for the extra charges.
If a consignment consists of more than one type of goods which are not itemised when submitted for the determination of wharfage fees, the type liable for the highest wharfage fees shall be used as a reference for charging.

Goods shall be classified in accordance with the wharfage fee classification as follows:

Category 1: Dues ISK 260 per tonne:

Petrol, fuel oils, coal, loose grain, salt, pumice, cement, asphalt, mineral products, fertiliser and waste materials transported for recycling purposes.

Category 2: Dues ISK 335 per tonne:

Fish liver oil, fish meal, fish feed and fisheries products. 

Category 3: Dues ISK 485 per tonne:

Heavy articles such as sacks, pig-iron and steel, goods related to fishing operations, lubricating oils, agricultural products, raw materials for industry and construction. Packed and canned foods, alcoholic beverages and fruit.

Category 4: Dues ISK 1,350 per tonne:

Other goods which are not specified in categories 1-3.

Category 5: Catch dues 1.6%

Fish catches landed or loaded onto a vessel within the port area for processing or transportation, including fish or fry from aquaculture cages. The dues are calculated on the basis of the total value of the catch. Dues on the frozen catches of freezer trawlers and on fish from aquaculture are based on 35% of the total value. Dues on salted fish are based on double its weight and dues on fish in containers are calculated on the basis of estimated total value. The purchaser of the catches shall provide the harbour master with a monthly written record of purchases, e.g. in the form of a copy of a record of catches compiled for the Directorate of Fisheries. Dues on catches become payable as soon as the catch is unloaded. The purchaser of the catch collects the dues from the vendor and is responsible for payment even if he has failed to collect from vendor. Catch dues are to be settled at least once every month.
On the sale of catches to related parties as provided for in the third paragraph of Article 3 of Act No. 13/1998 on the Directorate of Fresh Fish Prices and the Seamen’s and Vessel Owners’ Appeals Committee, the minimum amount taken into account shall be the exchange prices issued by the Directorate of Fresh Fish Prices. The dues on catches become payable as soon as the catch is unloaded.

Category 6: Wharfage fees for ferry services through the ports of Grímsey and Hrísey

Minimum dues in all categories are ISK 500 per tonne.

Water and electricity rates

Electricity

Electricity per kWh to ships, boats, contractors and others ISK 11
Electricity per kWh to freezing containers together with site lease ISK 13.
Electricity at Grímsey, Grenivík and Hrisey per kWh ISK 13.50.
Electricity connection charge ISK 2,240 each time.
For connections made outside normal working hours, a special charge of ISK 4,700 per hour is applicable.
For call-outs to Grímsey and Hrísey, a special charge of ISK 3,570 per hour is applicable.
Minimum call-out is 4 hours.

Water

Cold water ISK 250 per m³.
Minimum charge ISK 2,500.
For connections made outside normal working hours, a special charge of ISK 4,700 per hour is applicable.
For call-outs to Grímsey and Hrisey, a special charge of ISK 3,570 per hour is applicable.
Minimum call-out is 4 hours.

Piloting dues

In accordance with port regulations of the Port of Akureyri (Hafnarsamlag Norðurlands), all vessels exceeding 100 m in length, with the exception of Icelandic fishing vessels, are required to use the services of a harbour pilot when manoeuvring within ports which fall under the authority of the Port of Akureyri.
For piloting into the harbour, to a mooring point or anchorage, ISK 4.80 per gross tonne. For piloting from a mooring point or anchorage and out of the harbour, identical charges apply. Pilotage within the harbour is charged at half the above fee. Minimum piloting dues, however, are ISK 30,000.
In accordance with Port Regulation No. 287/2005 with subsequent amendments, the Port Director is authorised to issue an exemption to the captain of a vessel required to take a pilot on board according to the above provision.

Pilotage to other ports is according agreements reached in each case.

Tug services

The hourly rate for tug assistance is based on the gross tonnage of the vessel, being ISK 6.70 per gross tonne.
The minimum charge per hour is ISK 33,000 and the maximum charge is ISK 180,000. Minimum time paid for assistance is one hour.
If a tug accompanies a vessel for safety reasons into or out of the harbour, half the above dues are payable.
Transfer of pilot: Fixed rate of ISK 20,000.
When a tug transports a pilot and also assists the vessel, the charge for the transfer of the pilot is cancelled.

Floating dock and Slipway

Floating dock up to 5000 GT. Docking dues ISK 750,000, charge per 24 hours in floating dock is ISK 100,000.
Slipway up to 1,000 GT. Docking dues ISK 600,000, charge per 24 hours in slipway is ISK 60,000.
Slipway up to 100 tonnes. Docking dues ISK 180,000, charge per 24 hours in slipway is ISK 13,000.

Reception of vessels

Mooring dues per person ISK 9,200 based on standard day rate. When overtime rates apply the charge is ISK 13,200.
When a vessel is moored to a pier, at least one port employee must be onsite to receive it, although an exemption may be made from this rule in special cases.

Navigation Security Fees

Upon arrival of vessels governed by the provisions of the Navigation Security Act No. 50/2004, the following dues are to be paid:

Passenger security ISK 75 per passenger
Security dues per arrival of vessel ISK 32,000.
Security monitoring per security guard at standard day rate ISK 3,550 per hour.
Security monitoring per security guard when overtime rates apply ISK 6,250 per hour.
No cargo security fees are charged.

Storage charge of containers in a bonded area

Storage charge for a 20 foot container for 24 hours is ISK 310.
Storage charge for a 40 foot container for 24 hours is ISK 640.
Storage charge for a 20 foot freezer container for 24 hours is ISK 920 (electricity included).
Storage charge for a 40 foot freezer container for 24 hours is ISK 1,350 (electricity included).

Site rents

Other site rents outside of bonded areas

Container rent in unrestricted areas is ISK 6,000 per month.
Site rent is ISK 77 per square metre per month in asphalted areas.
Site rent is ISK 44 per square metre per month in non-asphalted areas.
Site rent is ISK 30 per square metre in other areas.

Weighing charges

General weighing of catches is ISK 130 per tonne.
Minimum charge for an individual weighing on hook scales is ISK 1,100.
Lorries and inspection per turn on weighbridge ISK 1,700.
For 5–15 weighings on weighbridge per month the charge is ISK 1,250 per weighing.
For 16–30 weighings on weighbridge per month the charge is ISK 1,050 per weighing.
For 31 weighings or more per month, the charge is ISK 850 per weighing.

Call-outs between 17:00 and 08:00 on weekdays and during weekends are payable at the special rate of ISK 4,700 per hour. Overtime payment paid to the scale operator in Hrísey is ISK. 3,570 per hour. If overtime and call-out is performed for more than one party simultaneously, the cost is divided. Minimum call-out is 4 hours.

Companies which have a home weighing licence and submit information on landed catches to HN which subsequently has to be recorded in the Gaflinn register shall pay a registration fee of ISK 21.30 per tonne.

All ships arriving in harbour pay ISK 4,950 per visit.
Vessels at mooring pay ISK 4,950 per month.
Small boats pay ISK 265 per month.

Collection and payment of dues

If charges are not paid on the due date, the Port of Akureyri reserves the right to levy penalty interest on the amount due in accordance with Article 6 of Act No. 38/2001 on Interest Rates and Price Indexation.

The captain, owner and operator of a ship are responsible for the payment of any  charges owed to the Port of Akureyri in relation to such ship. On entering the harbour, the captain is obliged to provide the Port Director with information on the ship in accordance with the provisions of Article 33, paragraph 5 of the Harbour Regulation No. 326/2004 and submit the ship’s Certificates of Nationality and Registration to him, if so requested by the Port Director, due to inadequate information from the captain. The Port Director is entitled to retain the certificates until the dues are paid. Any resulting delays and damages are solely the responsibility and at the expense of the payer of the dues.

Dues shall be paid before the ship departs from the harbour and a captain cannot expect to be provided with municipal or customs services for his ship except on presentation of documentary proof from the Port Director that all dues have been rendered to the port.

Wharfage fees are liable on all goods that are unloaded, delivered or transported, or otherwise moved by sea or on land, within the harbour boundaries. Wharfage fees are classified as the debt of a ship before it commences sailing, unless otherwise negotiated. The transporter of a consignment is held responsible for the payment of wharfage fees. He is also held responsible if goods are delivered without the payment of such fees.

If goods are transferred from one ship to another, the wharfage fees are to be paid by the party unloading such goods.

Wharfage fees on goods arriving in the harbour fall due when the ship transporting such goods arrives in the harbour, and wharfage fees on goods leaving the harbour fall due once they have been loaded onboard the ship. The captain and the ship’s agent may not deliver goods until after the dues have been paid.

Payment of all dues according to this schedule may always be secured by legal execution in consequence of a court order. 

All charges in this tariff are without value added tax

This tariff shall enter into effect on 1 January 2010
